    .  It is
    HBT
    (
    herring bone twill)
    cotton.
    It has four eyelets and stitching between the 3rd and 4th eyelet, as was typical on straps made between 1958 and 1981. These type  of straps were used from late WWII through the post-Vietnam era.

    or D.
